A guide for those who fall for this parish of Lagos and want to decide with figures in hand — and no surprises at the end of the build.
There is a light in Praia da Luz that no photograph can quite return — you have to live it. And on the other side of that charm lies a question almost everyone asks before taking the step: how much does it cost, today, to bring a house here back to life?
This article gathers the figures the Algarve market is practising in 2026, explains what pushes the budget upwards in this particular area, and leaves the sources in plain sight — so you can read, compare and trust.
Renovating in the parish of Luz, in Lagos, currently sits between €180/m² and €1,500/m² — and a 90 m² two-bedroom apartment, fully renovated, typically falls between €63,000 and €135,000.
Reference figures for the Algarve market (2026), with VAT at 6% for homes more than 2 years old and up to 200 m².
The ranges below come from more than 250 projects actually delivered in the Algarve — with Portimão, Lagos and Albufeira forming the base of the sample — and they serve as the benchmark for any negotiation in this area.

There is a particular feeling in this parish: old fishermen's houses, narrow streets, views worth their weight in gold — and the uneasy coexistence between that charm and today's technical demands. That is where the budget takes shape:
• Older buildings. Properties built before 1950 typically require +35% on the estimate, because of lead plumbing, timber structures and a lack of insulation.
• High ceilings. In Luz it is common to find 3.20 to 3.80 m — which adds 10 to 15% to painting, scaffolding and materials.
• Difficult access. Stairs with no lift, and streets a lorry cannot enter, add logistics to every delivery.
• Scarce labour. The cost of building new housing rose 6.8% in July 2026, driven mainly by labour. Good builders in Lagos have their diaries booked 9 to 12 months ahead.
• Seasonality. Between June and September, many teams prefer hotel maintenance work — which inflates the price for those building outside that window.
In practice: a real project of exterior renovation in Praia da Luz — earthworks, local stone walls, paths, a cistern and the planting of native species — was delivered for €43,000, VAT included.
For a home more than 2 years old and up to 200 m², renovation work benefits from a reduced VAT rate of 6%, instead of the usual 23%. On a full renovation of €60,000, the difference is around €10,000 that stays with the owner — and it is often the argument that clinches the purchase of a property to renovate.
Always check that the quote says “VAT included”. And check that the builder applies the correct rate on the invoice: materials bought separately by the owner carry the full 23%.
For those weighing up renovating an existing house against building from scratch in the western Algarve, the comparison is clarifying.

Is the quote itemised, line by line — and does it clearly state “VAT included”?
Does the company apply the 6% VAT rate (home more than 2 years old, up to 200 m²)?
Does it hold an IMPIC licence and valid public liability insurance?
Is the deadline fixed, with a penalty for delay written into the contract?
What is excluded: permits, waste removal, connections, furniture?
How are unforeseen problems handled (for example, old timber structures)?
Do you have at least three comparable quotes — all with the same scope of work?
These figures are market benchmarks, not a price for a particular home. Every property has its own story, and it is in the on-site survey — area, condition, level of finish — that a quote stops being an estimate and becomes a commitment.
